I think his monologues are so-so, but some of the stories he tells to his guests are funny, and he's probably funniest when he fucks up a joke and then makes fun of himself. I do think he's generally funnier than Letterman, although Letterman's really funny bits are funnier.
Not nearly as funny as Ferguson, O'Brien or, for that matter, John Stewart.
Headlines and to a lesser extent Jaywalking could be funny, but I give him very little credit for the former (they would be funny if anyone held them up) and only a bit more for putting utter morons on TV.
Sometimes. because yes, as a stand up comic, he's a pro. The intentionally dumbed down persona he has created for middle America? Not funny in the slightest.
When he's not being Jay Leno: TV Host, he can be excellent.
And I'm thinking he'll get even more dumbed down for the 10 pm slot.
Exactly. His two most famous segments on The Tonight Show basically had nothing to do with his sense of humor or ability to be funny.
I'd like to go back and watch his old stand-up, because I vaguely remember him being really funny before he got the Tonight Show gig.

There's an awful lot of jokes about commercials, but it grew on me towards the end.

Intellectual honesty compels me to say 'sometimes,' because I have laughed immediately after something Leno said. But it's not an intellectual brand of funny, like Patton Oswalt or George Carlin. It's comfortable-funny, or fake-transgressive-but-really-very-square funny.

Every year or so during Leno's Tonight Show run, I figured I'd give it a shot, what the hell. He's supposed to be a nice guy and millions of people watched him every night for nearly two decades, right? So I'll turn it on, and every single time it's the same pattern -- he does a joke that makes me grin, a joke that almost hits, and then a joke about Monica Lewinsky's weight. Seriously, dude? You have a writing staff that gives you material every night, and you're still doing jokes that are ten years out of date -- and were more mean and snide than funny in the first place anyway?
To this day I remember some of the stand-up he did during one of the Comic Relief telethons fondly, but that was a long time ago.

That's one of my biggest issues with Leno. He's invariably mean to nobodies in the news and stars on their way down, but obsequious to the popular and powerful. Letterman's not the man he used to be, but he's more than willing to piss off a star or politician if he feels they deserve it.
This Craig Ferguson rant came at a time when Leno's opening monologue was a string of Britney jokes:
He's funny if you're older than he is, hence the new time slot for the olds to yuk it up.
I don't know what the difference between "yes" and "sometimes" is, so I voted "yes". Even Massey isn't always funny, but if you asked me if Massey was funny, I would say "yes".
Yes/no seemed too clearcut, but I could've asked "How often does Leno make you laugh" and gotten more detail. Ah well.
That's alright. Everyone else seemed to understand.
I have to admit, one of Leno's jokes last night did make me laugh: "So while we were away, the government instituted a program where they give people money for their old, out-of-date cars. I made five billion dollars."
